How is North Bay Governed?

North Bay is governed by a Mayor/Council-Committee-Chief Administrative Officer system. A Mayor and ten councillors are elected to a four-year term.

What is the City Council For?

The principal job of a Council member is to make policy for the governance of the City and its populace. The principal forum for local government policy making is the City Council meeting.

What is the Role of the Mayor in the Council?

After policy decisions are made by the legislative group the Council, the Mayor has the executive task of implementing the policies.

How Does Council Make Its Decisions?

Councils rely on ideas from many sources, including the Council staff, citizens' groups, advisory committees and various local chambers and organizations. It is the Council's responsibility to consider the merits of each idea and then approve, modify, or reject it. In doing so, Council members analyze community needs, program alternatives and available resources.

How Much Power Does Council Have?

The North Bay City Council has all the legislative powers and authority allowed cities in the province of Ontario. The Council has general ordinance-making powers and control over the City finances and properties.

How is the Public Involved in the Process?

When you feel strongly about a public issue or a local concern, the Council encourages you to share your information and thoughts with them. If you are unable to attend a meeting, you are encouraged to send/fax a letter which would be made part of the public record.

Council Meetings

Council meetings are held bi-weekly in the Council Chambers, City Hall, 200 McIntyre Street East at 7:00 p.m., Monday evenings. If the meeting date is a statutory holiday, the meeting is held the next day. Agendas are prepared for the meeting and contain the correspondence being dealt with at the meeting, draft resolutions relating to the correspondence being dealt with at the meeting, by-laws for readings, and committee reports for adoption.

Council in Committee meetings are held bi-weekly on the opposite Monday from the regular Council meetings. The Chairs of the Committees determine what matters the committee will be dealing with and then an agenda is prepared.

A Council Agenda listing the items to be dealt with at that evening's meetings is available free of charge and can be picked up in the Council Chambers the evening of the meeting. The agenda listing is also available on the web site.
