Project Description:

This project involves the widening of the Provincial Highway 11/17 and Seymour Street Intersection to provide additional Southbound and Westbound left turn lanes including new storm sewers and traffic lights.

Project History:

In 2012 the City initiated a Traffic Planning Study to support a Provincial Class Environmental Study for Seymour Street and Provincial Highway 11/17 intersection. This Study recommended dual left hand turn lanes for both the Southbound and Westbound traffic.

In the spring of 2014 a planning study was completed that met the requirements of a Schedule B, Municipal Class Environmental Assessment and a Group C Transportation Class Environmental Assessment.

In the fall of 2014 a Preliminary Design Report was completed and provides a summary of criteria for each design element which included highway engineering, drainage engineering, electrical engineering, traffic engineering, pavement engineering, environmental engineering, utility investigation, property acquisition and construction staging.

In the fall of 2016 preliminary drawings were issued for review and after comments were provided by both the City and MTO, the 100% documents were issued for final review in the spring of 2017.

Project Need:

This project will provide improvements to the Seymour Street and Highway 11/17 intersection that will accommodate continuous growth and address the need for additional capacity due to the existing and future expansion of industrial/commercial developments on either side of the intersection.

Estimated Work Schedule:

The construction tender for the Seymour Street and Provincial Highway 11/17 intersection improvements is tentatively planned to start in the fall of 2017 with completion of the temporary detour to the west side of Hwy 11/17 and installation of the storm sewer on the East side. In the spring of 2018 the widening on the east side will be completed along with the east leg of Seymour Street. In the summer of 2018 the traffic will be temporarily relocated to the east side of Hwy11/17 and the storm sewer completed on that side. During the Fall of 2018 the west side of Hwy 11/17 will be complete along with the west leg of Seymour Street. In the spring and summer of 2019 the undisturbed portions of Highway 11/17 and Seymour will be milled and paved with the final course asphalt.

Estimated Traffic Delays:

During construction, two lanes of through traffic on Highway 11/17 and one lane on Seymour Street will be maintain in each direction at all times by staging the work to reduce conflicts with traffic. At times traffic will be delayed while installation of various appurtenances occur but will be minimized to prevent excessive disruption.
