 Reporting to the Director of Financial Services, the Purchasing Manager is responsible for management, guidance, development and oversight of centralized purchasing activities, including ensuring compliance with Provincial and Federal Legislation regarding competitive procurement, as well as City purchasing policies, procedures, and by-laws. The Manager oversees the creation of tender and proposal processes and collaborates with internal and external stakeholders to build working relationships that are mutually beneficial.

Responsibilities, include but are not limited to:

  • Plan, organize, and manage purchasing functions for the City; negotiate contracts and purchasing agreements; ensuring timely and accurate reporting;
  • Provide direction and training to City departments and ensure compliance with the public procurement requirements, purchasing by-law, policy and related processes;
  • Accountable for maintaining consistent processes that are open, fair and transparent;
  • Develop and implement plans to find efficiencies and savings by utilizing best practices in purchasing and by taking advantage of corporate-wide procurement synergies;
  • Develop and measure key performance indicators to determine and improve the effectiveness of the purchasing function and the performance of corporate purchasing processes;
  • Review and assess total supply chain risk and identify opportunities to minimize and eliminate risk;
  • Implement service practices that meet the stakeholders’ needs;
  • Serve as a primary resource for stakeholders to interpret purchasing and procurement policies, procedures, and legislation;
  • Develop and implement purchasing training programs for departments and other stakeholders;
  • Support continuous improvement in the delivery of purchasing services.

Key Qualifications:

  • Degree in Finance, Business or a related field or equivalent combination of experience and education
  • Certified professional purchasing designation;
  • Five (5) years of progressive experience in a purchasing role with at least two (2) years in a supervisory or management role;
  • Experience with/demonstrated knowledge of public sector purchasing and understanding of the Political Environment;
  • Strong project management skills and experience combined with ability to prioritize and manage a busy workload with competing demands;
  • Demonstrated knowledge and experience in implementing purchasing practices in areas such as construction procurement, purchasing process design and automation, best value for money and risk management;
  • Technological proficiency with Office 365, virtual meeting platforms, PowerPoint, and Bids and Tenders;
  • Excellent consultative and communication skills with the ability to influence others;
  • Experience in negotiation and conflict resolution;
  • Advanced problem-solving skills and experience;
  • Flexibility and an awareness and sensitivity to departments’ operational requirements;
  • Demonstrated leadership skills with the ability to coach, motivate and develop employees.

Hours of work: 8:30 a.m. to 4:30 p.m. Monday to Friday (35 hours/week)

The 2024 annual salary range for this non-union position is $89,999 - $112,471. We offer an employer paid comprehensive benefit package including Health and Dental Benefits, and Life, Long-Term Disability, and AD&D Insurance, as well as an Employee Assistance Program.
