Being a by-law passed pursuant to the provisions of the Local Improvement Act, R.S.O. 1980, Ch. 250, Section 8, declaring it is desirable that the construction of a sanitary sewer and watermain described in Schedule "A" to this by-law should be undertaken as a local improvement.
